Authority Myth
No individual would get away with it, but organise some form of Authority like a Government, tribe leadership committee or whatever you want to call it, and suddenly it has super-human powers, i.e. it can do things no individual human would be permitted to do, like invade and kill huge numbers of people.
The mythical Authority that people believe in is the thing that underpins all of the evil things that happen in the world. It is like an artificial god, this Collective Authority can take from you by force, kidnap you, imprison you, torture you and kill you, but you cannot do any of those things. It has power beyond what normal individual humans have, and people believe in it even though that “power” is illegitimate.
It can also rescue you, provide for you, heal you. The State is literally a secular god, all powerful, infinite money, can save you, destroy you, stop you being born even.
It can also grant these powers to individual humans providing they are operating on behalf of the State. Those powers will instantly be revoked should you do something to upset the State, even something mild and simple like criticise it.
